CLEVELAND – Cuyahoga County Prosecutor Michael C. O’Malley announced that a Cuyahoga County grand jury has returned an indictment charging 42-year-old former East Cleveland Police Chief Kenneth Lundy with 31 counts for several crimes committed while he was a law enforcement officer with the East Cleveland Police Department (ECPD).

Jerry Sims Investigation
From October 2017 to November 2019, Kenneth Lundy, a current ECPD Detective, was actively involved in the homicide investigation of Jamar Forkland. Detective Lundy met with witness Erica Campbell throughout the investigation and subsequent prosecution of Jerry Sims, and they developed an intimate relationship.
Detective Lundy then utilized the relationship to pressure, intimidate, and provide financially for the witness with the motivation to have her provide evidence and testimony implicating Jerry Sims in the homicide, causing her to change her original statement and ultimately testify at trial. Detective Lundy knew that Erica Campbell’s statements were false and testified during grand jury and trial proceedings. Detective Lundy never disclosed his intimate relationship with Erica Campbell.
After Jerry Sims’s convictions, Detective Lundy engaged in increasingly toxic criminal behavior with Erica Campbell, including several instances where Detective Lundy engaged in physically violent acts, damaged property, trespassed, and other conduct that caused her mental and emotional abuse, including, on one occasion, pointing a weapon at her and threatening her and his life. In addition, Detective Lundy accessed ECPD’s LEADS system and database and ran Erica Campbell without any lawful police purpose.
In January 2025, Jerry Sims filed a petition for Post-Conviction Relief. During the investigation, then East Cleveland Police Chief, Kenneth Lundy lied to the investigator about having an improper sexual relationship with witness Erica Campbell and provided a materially false response, obstructing the investigation into the merits of Jerry Sims’s motion.
The conviction of Jerry Sims has since been vacated, and Erica Campbell was indicted with one count of perjury. Campbell’s case is currently pending.
December 2016 Bribery
From December 17 to December 20, 2016, after a minor drug arrest, Detective Lundy agreed to drop all charges against the suspect in exchange for her father’s Chevrolet Tahoe valued at approximately $50,000. This vehicle then became Detective Lundy’s police and personal vehicle.
January 2018 Bribery
From January 4 to January 12, 2018, after an arrest for drug activity and possession, Detective Lundy demanded that the suspect pay $10,000 in investigation costs in exchange for significantly reduced charges. He then falsified ECPD documents in the case.
ECPD Trust Account
From August 28 to September 14, 2018, Detective Lundy requested $3,000 from the ECPD’s Trust account as investigative buy money. The money was then deposited into Detective Lundy’s personal bank account and used for purposes other than those stated on the official documentation.
On March 25, 2026, Kenneth Lundy was indicted on the following charges:
- Three counts of Bribery
- One count of Intimidation of an Attorney, Victim or Witness in a Criminal Case
- One count of Perjury
- One count of Complicity to Commit Perjury
- Four counts of Interfering with Civil Rights
- Four counts of Dereliction of Duty
- One count of Falsification
- One count of Obstructing Official Business
- One count of Menacing by Stalking
- Two counts of Assault
- One count of Aggravated Menacing
- One count of Trespass into a Habitation When a Person is Present or Likely to be Present
- One count of Vandalism
- One count of Unauthorized Use of the Law Enforcement Automated Database System
- One count of Unauthorized Use of Computer, Cable or Telecommunications Property
- One count of Possessing Criminal Tools
- Three counts of Theft in Office
- Three counts of Tampering with Records
He will be arraigned at the Cuyahoga County Justice Center at a later date.
The investigation was conducted with assistance from the Cleveland Office of the FBI and the Cuyahoga County Prosecutor’s Office. Kenneth Lundy was terminated from ECPD in July 2025.
